The Lagos State Police Command said it arrested five people and seized 130 motorbikes in the Idi-Araba area of Mushin on Tuesday.
Command spokesman SP Benjamin Hundeyin confirmed the arrest on his Twitter account on Tuesday.
Sources, however, told the News Agency of Nigeria that the arrest and seizures sparked a skirmish between commercial motorcyclists and officers from the Environmental Violations Task Force, who were in the area to enforce the banning of okada on certain roads.
The Lagos state government on June 1 started enforcing the banned motorcycle operations in some places in the state.
The areas are Apapa, Eti-Osa, Ikeja, Lagos Island, Surulere and Lagos Mainland.

Authorities have seized thousands of motorcycles, which are now publicly crushed.
The spokesperson said the motorcyclists could not fight because the task force officers traveled to Idi-Araba well prepared.
“They were just causing a scene after the task force left with some of their motorbikes seized.
“Our men from the regional command have since been drafted there. Absolutely nothing to worry about.
“The Command has ensured the safety of people in the area and other places,” he said.
